How much does EPC D to C cost?

Anywhere from under £500 to over £12,000 — and the spread is not random. It is driven by two numbers: your current SAP score, and whether your walls can be insulated cheaply. Here is the ladder, rung by rung, at 2026 prices.

Rung 1: under £500 — the high-D quick finish

Homes already scoring 65 to 68 need one to four points. That gap routinely closes with low-energy lighting throughout (£100–£250), a cylinder jacket if you have a tank (£25–£50) and draught proofing (£100–£250). No installer scheduling, no scaffolding, mostly DIY. If your last certificate is a few years old, the gain may even already exist — RdSAP 10's revised assumptions mean some homes re-score higher with no work at all, though others score lower, so do not bank on it.

Rung 2: £500–£1,500 — controls and loft

Add a room thermostat and TRVs (£350–£600 fitted) and a loft top-up to 300mm (£400–£700). Combined with rung 1, that is typically 4 to 8 points for £1,000–£1,500. This is the most common real-world D-to-C budget: a home at 62 with a patchy control set and 100mm of loft wool usually gets to 69 right here.

Rung 3: £1,500–£3,500 — the cavity wall plan

Unfilled cavity walls are worth 5 to 10 points and cost £1,000–£2,600 to fill on a typical semi-detached. A 1960s semi at D 58 — empty cavities, 100mm loft — generally lands at C with cavity fill plus the rung 1–2 items, for a total around £2,500–£3,500. Full worked example on the semi-detached page.

Rung 4: £4,000–£9,000 — solar and boilers

Homes that are insulated but still short — large detached properties, electrically heated flats, low-50s starting scores — move into powered measures. A 3.5–4 kWp solar array (£5,000–£7,000, 8–14 points) or a condensing boiler replacing a genuinely old unit (£2,500–£4,000, 5–12 points) closes big gaps. Rung 5: £8,000–£15,000+ — solid walls

Pre-1920s solid-brick homes at low-D often cannot reach C without wall insulation. External wall insulation runs £8,000–£15,000+ on a terrace, more on larger homes; internal insulation is cheaper per elevation but disruptive. This is the honest worst case, and if it is yours, sequencing and funding matter more than anywhere else on this ladder.

Be wary of quotes that bundle "EPC improvement packages" without naming the SAP gain per measure, and of anyone selling double glazing or a like-for-like boiler swap as an EPC fix — both are covered in the measure rankings and both are usually the wrong first pound. If a measure does not appear on your certificate's recommendation list, ask why before buying it.
